The Redevelopment Agency Board approved the First Amended Conformance Policies and Procedures on February 3, 2004, to facilitate Agency review of projects or new developments within the Project Area and determine their conformance with the goals and objectives of the Redevelopment Plan. For the Agency review process, you must complete this checklist and include it with the application package submitted to the City's Development Services Department and/or Building Division.
Upon determination that this application is complete, Agency staff will review your project submittal. If the Agency identifies issues related to the proposed project's consistency with the Redevelopment Plan, you will be invited to meet with the Agency staff to discuss possible resolutions. REDEVELOPMENT PLAN FOR THE EL TORO PROJECT AREA
The Orange County Board of Supervisors adopted this Development Plan for the Orange County Neighborhood Development and Preservation Project ("NDAPP") on June 28, 1988, by County Ordinance No. 3720. This Development Plan was later amended by Ordinance No. 3925 to bring the plan in compliance with redevelopment reform legislation contained in Assembly Bill 1290.
The City Council of the City of Lake Forest, by Ordinance No. 90 and Resolution No. 98-31, and the Agency, by Resolution No. 98-02, adopted the NDAPP on June 30, 1998 as the redevelopment plan for the El Toro Project Area, transferred jurisdiction over the El Toro Project Area from the Orange County Development Agency to the Lake Forest Redevelopment Agency and approved an agreement between the County of Orange, the City of Lake Forest, and the City of Laguna Hills, regarding the transfer of jurisdiction to, and administration of redevelopment with the El Toro Project Area.
On April 19, 2005, the City Council of the City of Lake Forest, by Ordinance No. 149, amended the Redevelopment Plan for the El Toro Project Area to extend the effectives of the Redevelopment Plan from 40 years to 41 years and extend the ability to receive tax increment and pay indebtedness for ten years after the new effective date of the Redevelopment Plan.

EL TORO REVITALIZATION AND REVISIONING STRATEGY
Following an extensive public outreach effort, the City created the El Toro Revitalization and Revisioning Strategy, which was adopted by the City of Lake Forest Redevelopment Agency in May 1998. The Strategy reflected the community consensus that the El Toro Road Corridor should become a vibrant, thriving, successful commercial and business district that would also be a social center point of the community.

DESIGN GUIDELINES
A major goal of the El Toro Revitalization and Revisioning Strategy was to develop design guidelines for the El Toro Road Corridor to set forth standards for the design of appropriate commercial and industrial development, including site planning, parking and circulation, building architecture, landscaping, special land uses, signs and pedestrian amenities. In August 2000, the City Council adopted the Design Guidelines for the El Toro Redevelopment Project Area. The design guidelines demonstrate the site planning, landscaping and architectural concepts to be incorporated for new development and revitalization within the project area.

FY 2006-07 ANNUAL REPORT TO THE STATE CONTROLLER'S OFFICE
On December 18, 2007, the City Council/Agency Board reviewed and authorized the submittal of the Agency's Fiscal Year (FY) 2006-07 Annual Report to the State Controller's Office. In accordance with the California Community Redevelopment Law, the Agency is required to prepare and file an Annual Report within 6 months of the end of the Agency's fiscal year. This Annual Report meets the State Controllers Office's requirements and covers the Agency's transactions and achievements for the fiscal year period of July 1, 2006, through June 30, 2007. The Annual Report has numerous requirements including: 1) description of the Agency's activities and achievements for FY 2006-07 2) report on the status and use of the low moderate income housing fund; 3) fiscal statement for FY 2006-07; and 4) independent financial audit report for FY 2006-07. A complete copy of the report is on file for review at the City Clerk's office at City Hall.
FIVE-YEAR IMPLEMENTATION PLAN AND TEN-YEAR AFFORDABLE HOUSING COMPLIANCE PLAN
The Redevelopment Agency adopted the Five-Year Implementation Plan and Ten-Year Affordable Housing Compliance Plan at their meeting on December 21, 2004. In accordance with Section 33490 of the California Community Redevelopment Law, the Agency is required to adopt an Implementation Plan for each redevelopment project area within its jurisdiction, both as part of the initial adoption process and once every five years thereafter during the life of the redevelopment plan. Additionally, Section 33490 requires that the Agency hold a public hearing and review its current Implementation Plan at least once during its five-year term. The Implementation Plan outlines the goals and objectives of the redevelopment plan, identifies potential programs and projects planned to address the various blighting conditions present in the project area, and provides a good faith estimate of the revenues (tax increment, interest revenue, and others) and expenditures that are likely to be received and expended during the five year period beginning in Fiscal Year 2004/05 and terminating at the end of Fiscal Year 2008/09. This is the second Implementation Plan prepared and adopted by the Agency; the former was adopted in 1999. Prior to 1999, the Project Area was under the jurisdiction of the Orange County Development Agency who adopted the Project Area’s first Implementation Plan in 1994. The Plan does not commit or limit the Agency to fund and complete all, and only, those projects and programs outlined. Rather, it is meant to focus the Agency’s actions and energies in a manner that is consistent with the El Toro Redevelopment Plan. In addition to summarizing the Agency’s programs and plans to eradicate physical and/or economic blight, the Implementation Plan is also expected to address the Agency’s affordable housing production, replacement housing needs and achievements. The Ten-Year Affordable Housing Compliance Plan is contained as Appendix A to the Implementation Plan for the period beginning in Fiscal Year 2004/05 and terminating at the end of Fiscal Year 2013/14.
As required by California Community Redevelopment Law, the Agency held a public hearing and review on December 4, 2007, to update the Five-Year Implementation Plan and Ten-Year Housing Compliance Plan.
