The environmental review process can include up to three phases: identification, evaluation, and mitigation: 
  

• Identification: Identify potential significant environmental impacts.
• Evaluation: Evaluate and study identified impacts.
• Mitigation: If necessary, address impacts through appropriate mitigation measures.

The City Council adopted a subsequent mitigated negative declaration (PDF) on June 19, 2012, signaling the end of the environmental review process.
